UN Council Approves Trump's Gaza Strip Initiative

The global body has supported a plan put forward by President Trump for establishing a lasting peace in the Gaza Strip, including the introduction of an multinational security unit and a eventual route to a Palestinian statehood.

Unanimous Backing with Notable Absent Votes

The resolution was adopted by a count of 13-0, with both China and Russia abstaining. Washington's diplomat the US ambassador told the international body that it charted “a different path in the Middle East for the conflicting parties and all the people of the region alike”.

Compromise Phrasing on Independence

The inclusion of references to an self-governing Palestine was the concession the America offered for endorsement from the Arab states, who are anticipated to contribute peacekeepers for the international stabilisation force (ISF).

“Provisional steps that we start today must be carried out in accordance with legal norms and respecting Palestinian sovereignty,” Britain's representative declared.

Government Opposition Remains

However, on the eve of the resolution approval, PM the Israeli leader reaffirmed his cabinet's adamant opposition to the formation of a Palestinian state, raising questions on whether Tel Aviv will accept the enactment of the Council-backed plan.

Key Provisions of the Measure

  • Prompt removal of existing limitations on humanitarian aid into the territory
  • Creation of an international stabilisation force
  • Progress on reconstruction and a possible “route to Palestinian sovereignty and sovereignty”

Ambiguous Wording and Requirements

The reference to independence was a balanced insertion to an initial US draft which did not mention it. Yet the language is vague and contingent, declaring only that once the PA has implemented reforms and the restoration of the strip is under way, “the situation may eventually be in readiness for a feasible course to Palestinian self-determination and nationhood.”

International Feedback

The phrasing did not meet of the definite pledge to the creation of a Palestinian state beside Israel requested by Arab and Islamic states, as well as EU representatives, but in addresses to the council after the vote, envoys from those nations said they were ready to support the agreement in the benefit of extending the current truce and prompt actions to assist and secure the over two million Palestinians in Gaza.

“Our delegation has eventually decided to endorse of this document, a measure that we back its primary aim, namely the continuation of the cessation of hostilities and the creation of situations allowing the Palestinian population to exercise their immeasurable rights to sovereignty and statehood,” Amar Bendjama announced.

Execution Hurdles

The resolution grants general supervisory power to a “peace board” headed by Trump, but of unspecified participants. The board has to inform the international body but it is not bound by the preferences of the global organization or by the Palestinian Authority.

Furthermore, it demands the establishment of a specialized Palestinian group that is expected to manage routine management of the Gaza and the provision of utilities, but it is highly uncertain who would participate.

Stabilisation Team Mission

The mandate of the global force empowers it to neutralize and disband armed groups in the strip, but it is highly uncertain that potential participating nations would agree to attempt to engage such organizations. No country has yet pledged to sending peacekeepers.

Furthermore the requirements for modification of Palestinian leadership, the requirement towards steps to Palestinian statehood, have been hazy.

European officials said they deemed it necessary that the names of the expert panel to distribute aid was settled as without delay.
