AI Chatbots Deliver ‘Unreliable and Biased’ Election Guidance, Claims Dutch Watchdog

AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has stated, raising alarms about a possible risk to democracy just eight days before national elections.

Testing Reveals Repeated Partiality in AI Suggestions

The four chatbots tested by the authority “often end up with the same two parties”, regardless of the user’s question or command, the watchdog explained in a analysis released ahead of the late October vote.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the voter’s query exactly matches the positions of these parties, the study pointed out.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The deputy head of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that did not necessarily align with their political views, she added.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and hard to confirm.”

Election Context and Party Dynamics

Netherlands citizens vote on October 29 in an election that will be keenly observed across the continent for the showing of the Freedom party.

The right-leaning group of Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.

Every significant political faction have rejected a coalition with the PVV, meaning the runner-up party is most likely to provide the next prime minister.

Unintentional Bias Attributed to AI Operation

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the manner in which AI assistants function.
